Move SQLToolService logs to debug level

Moved log messages in ciris_adapters/external_data_sql/service.py from INFO to DEBUG level.
Removed corresponding TODO comments.
Verified changes with tests/ciris_adapters/external_data_sql/test_sql_service_metadata.py.
