ci: add build script stub for the coverage-badge job - #4

The reusable PR-coverage-badge job runs `npm run build` unconditionally; this package has no build step, so it was missing that script and the job failed on the release PR. Add a no-op `build` (mirrors git-embedded's stopgap).
