Packaged computer-use handoff misstates fresh-install bootstrap service state

Confirmed packaged handoff contradiction

Reviewed master at 886c36d8ebe861aa987059a1744d45b78797baae (v4.7.0). Suggested priority: P3 documentation.

docs/computer-use/PACKAGING.md says the base service is enabled but not started until setup. The fresh-install hook provisions pending initialization then uses systemctl enable --now odin.service, starting the restricted loopback bootstrap WebUI. The main install guide already describes the newer behavior.

Acceptance criteria

• Correct the shipped handoff to describe the running, restricted loopback bootstrap service on fresh installs.
• Keep computer use disabled until explicit configuration/consent as today.
• Preserve the separate legacy manual-start procedure and upgrade rules for previously active/inactive services.
• Do not change working package behavior to match obsolete prose.

Confirmed through code/document comparison; no package installation or service operation was performed. No source changes were made.
