Restores explicit strict transport for built-in tools with request-local reversible schema adaptation and pre-effect canonical validation. Handles external schemas conservatively, preserves existing native/provider behavior, and documents audited wire lowerings. Includes schema, payload, computer fixture, and stream-finalization tests. No deployment or live computer input.
