ci: run extended validation alongside core validation - #42

Move the extended job into ci.yml as a parallel job on pull_request and push to main, and drop the pull_request_target workflow with its environment gate and status-reporting job. Closes #41

What changed
Extended validation now runs as a normal
Extended validationjob in.github/workflows/ci.yml, in parallel withCore validation, onpull_requestandpushtomain. Its steps are unchanged: dependency pin check, Bun/Deno setup, fullpnpm install --frozen-lockfile,pnpm check,pnpm test:runtimes, and the Node 18 runtime check. The job uses the workflow-levelpermissions: contents: readand a normal checkout withpersist-credentials: false. It also uses the pnpm store cache, as the core job does..github/workflows/extended-validation.ymlis removed, along withpull_request_target, theextended-validationenvironment,allow-unsafe-pr-checkout, and thereportstatus job.CONTRIBUTING.md,MAINTAINERS.md,SECURITY.md, and the PR template (the "Maintainer gate" checkbox is gone) now describe the new flow.Action refs and tool versions match what
mainuses today. PR #34 will need to apply its SHA pins and Node/Bun bumps to the new job and deleteextended-validation.ymlwhen it rebases.Closes #41
