- ROADMAP: add the Phase 18 row (Design-system unification / DRY consolidation) summarizing PR1-PR5 and the PR3 option-2 exception. - ADR 0015: flip Proposed -> Accepted now that the migration has landed. - Strip em dashes from the docstrings/comments authored during this program (MethodologyNote, DisplayHeading, StatCard, Sparkline, roles.js, ADR 0015) to comply with the no-em-dash convention.
