Audit du 08/07: le cluster RPC (25 chains) n'avait AUCUNE alerte — l'incident 1RPC/dRPC a tourné des jours sans signal. Ajouts: RpcProviderErrorRate (>50% 1h), KeyedQuotaNearExhaustion (85%, avant le guard 90%), AggregatorWSDisconnected (gauge #950). Les règles VPS (solana wallet, harness idle, indexing quota) partent directement dans /opt/ocb/prom-rules/.
