Restores
basetodimensions.chainand adds backper_chain_explainer.basein the token-quote-coverage bench.Base was removed (#1482) because Prom showed no current chain=base data. User explicitly asked to restore it. The harness already probes Virtuals-on-Base tokens when the Virtuals API returns them — the tab shows live data when agents migrate back or historical LKG data when quiet.
