Adds TreasuryManager contract with Uniswap V4 integration for managing protocol assets and liquidity: - Implements dynamic fee structure with reduced rates for stablecoin pairs - Adds secure swap and liquidity management functions - Includes yield strategy integration capabilities - Sets up role-based access control for admin and Chama contracts Updates foundry remappings to support Uniswap V4 dependencies
