Test Binaries: Enhancements from PR #47955

This release includes binaries to test changes introduced in PR #47955

Usage Instructions (Windows)

1. Download and extract the binaries into the directory containing your current dockerd.exe.

2. Replace the existing dockerd.exe with the new version from the extracted files.

3. Modify the daemon.json file located at C:\ProgramData\docker\config\ to include the following configuration:

   "default-runtime": "io.containerd.runhcs.v1"
