Setuptools bumps past Python support

Medium Severity

Raising the build-system floor to setuptools>=83.0.0 requires Python 3.10+, but setup.py still declares python_requires=">=3.7". Source builds on 3.7–3.9 that previously resolved an older compatible setuptools will now fail when installing the build backend.
