Incompatible setuptools and Python pins

Raising the setuptools build requirement to >=84.0.0 needs Python 3.10+ at build time, while python_requires still allows 3.7+. Source installs on 3.7–3.9 fail resolving build dependencies even though package metadata still claims those versions are supported. CI already only ships 3.10+ wheels, so this mainly breaks sdist builds on older Pythons.
