Final acceptance-focused hardening before JDS submission. Adds explicit public-API rejection of saturated local candidate regressions (q_j >= n-1), constant responses, and numerically zero full-model residual variance, while preserving the existing scale-stable full-rank validation. Adds deterministic regression tests for saturated, constant-response, exact-fit, and near-zero-RSS cases. No reported simulation or application results are changed by these guards.
