Compare buildkite runs across builds

Purpose

Add a script to read in buildkite logs for the same run from two different builds and compare key points between them, including:

• pass/fail/cancelled status
• simulation time at failure (if applicable)
• SYPD

Closes #1420

• correctly receive build information from buildkite
