Summary

Routine dependency maintenance bumping a GitHub Actions version and an AWS SDK gem to keep the build current.

Key changes:

• Bump actions/checkout from v4 to v6 in the auto-merge workflow
• Update aws-sdk-ssm from 1.212.0 to 1.213.0 (and matching aws-sdk-core constraint)
• Refresh .soup.json and docs/soup.md to reflect updated dependencies
