Summary

Routine dependency updates to keep AWS SDK partitions, the CloudFront SDK, and RuboCop on their latest patch releases.

Key changes:

• Bump aws-partitions from 1.1247.0 to 1.1248.0
• Bump aws-sdk-cloudfront from 1.146.0 to 1.147.0
• Bump rubocop from 1.86.1 to 1.86.2
