What changed

• carries Goal, Plan, step, dependency, sibling, output, and verification context into materialized issues and immutable agent-run snapshots
• enforces plan dependency, assignment, concurrency, and terminal-state invariants across the UI, tRPC, workers, and MCP
• adds reversible issue archive/restore with archived views, bulk handling, and archive boundaries across agent and editing surfaces
• improves issue creation status preservation, MCP capture, labels, counts, and bulk-selection copy
• prepares the v0.9.0 release with migrations 0097 and 0098

Why

Plan-created issues were readable as standalone tasks and agent dispatch could lose the goal and neighboring-work context. Issue lifecycle paths also had inconsistent archive and creation behavior.
