What

• redesigns the global Mission Control overview and workspace Operations Shelf around live operational truth
• consolidates issue agent state into one realtime Workstream with runtime and engagement badges, semantic checkpoints, approvals, recovery controls, and durable event trace
• adds cursor-backed SSE replay, configurable progress and quiet thresholds, and v0.11.0 release metadata

Why

Operators need to see dispatch posture, agent capacity, queue pressure, runtime state, and actual agent progress without hunting across duplicated panels or manually refreshing.

Impact

Adds migration 0100 with two defaulted Workspace settings. Existing SSE transport remains in place and gains durable replay. Active rolling STATUS comments move into Workstream while terminal summaries remain in conversation history.

Verification

• lint passes with existing warnings only
• typecheck passes
• Vitest: 1,209 passed, 1 skipped
• fresh Next.js production build passes
• Product Design desktop and mobile QA passes for both Mission Control surfaces
• corrected Mission Control browser contracts: 8/8 passed
• full Playwright: 36/37 before Chromium headless-shell process segfault; unaffected final test passed 3/3 in repeated isolated runs
