Patch release for the native Hermes Sessions initialization defect found by the authenticated v0.26.0 production smoke.

Included

• prepare base/canvas-aware native chat instructions before the atomic user-message/outbox transaction
• skip unused Forge prompt/canvas work for dispatch-only agents
• same-day v0.26.1 changelog identity, supported by the release-unique seen-state migration already live

Validation

• hotfix PR fix: initialize native Hermes chat instructions before delivery (AXI-112) #58: all three GitHub CI jobs green
• updated Codex review found no major issues
• focused release checks: 14 tests and typecheck passed
• optimized production build passed on the hotfix head
