DX: express Ruff selectors as rule names

• Ruff suppressions now name the rule they silence instead of using an opaque
  numeric code.
• Agent configuration files are now ignored by Git: /.agents, /.claude/,
  /.codex, /AGENTS.md, and /CLAUDE.md.

🔨 Maintenance

• Upgraded lock files. Most notably, JAX and jaxlib 0.11.0 are now resolved
  for Python 3.12+ (previously 0.10.2 for 3.11+), and python-constraint is
  replaced by the compwa-python-constraint fork.
• linkcheck now ignores https://stackoverflow.com/a/9730706, referenced from
  the CUDA installation instructions in docs/install.md.
