feat: structure ineligible settlement reasons with remediation CTAs

• Adds handling for different ineligible reason categories: not matured, already settled, disputed, violated, early exit
• Visually differentiates temporary reasons (not matured) with yellow colors and a clock icon vs terminal reasons with red colors
• Adds "View Commitment Details" link to /commitments/[id]
• Adds primary "Return to Dashboard" button wired to onReturnToDashboard (fallback to onClose)
• Adds safe fallback for unknown reasons
