⚡ Bolt: Parallelize PR inspections in merge scheduler

💡 What: Replaced the sequential list comprehension with a concurrent.futures.ThreadPoolExecutor mapping to evaluate PRs concurrently.
🎯 Why: Previously, evaluating N PRs required waiting for N sequential iterations, many of which invoke the GitHub CLI via synchronous subprocess calls. This change parallelizes the I/O-bound wait times.
📊 Measured Improvement: In a local benchmark mocking the inner network-bound operations to take 0.5s each, evaluating 10 PRs dropped from ~5.01 seconds to ~1.04 seconds, an 80% reduction in execution time.
Verification: Ran self-tests and local pytest suite. No regressions found.
