🎨 Palette: Improve accessibility of stats disclosure

💡 What: Improved the accessibility of the "What do these numbers mean?" expand/collapse toggle in the dashboard overview stats component. Added aria-expanded and aria-controls to the toggle button, assigned the corresponding id to the content, and hid the decorative arrow icon with aria-hidden="true".

🎯 Why: Previously, screen reader users had no way of knowing whether the stats explanation content was expanded or collapsed, nor could they easily jump to the content that the button controls. The decorative arrow icon might also have been read out confusingly by screen readers. These attributes properly communicate the widget's state and relationships to assistive technologies.

📸 Before/After: No visual changes. This is purely a semantic HTML enhancement.

♿ Accessibility:

• Added aria-expanded to communicate toggle state.
• Added aria-controls to programmatically link the button to the content it reveals.
• Added aria-hidden="true" to the decorative visual indicator.
