Added standard ARIA disclosure widget attributes to the "What do these numbers mean?" toggle button in the OverviewStats dashboard component.

🎯 Why:

To make the toggle button accessible to screen reader users, who need to know its current state (expanded or collapsed) and the content it controls.

♿ Accessibility:

• Added aria-expanded bound to the expanded boolean state.
• Added aria-controls="overview-stats-explanation" to link the button to the content.
• Added id="overview-stats-explanation" to the content wrapper div.
