🎨 Palette: Add accessibility attributes to overview stats expander

💡 What

Added aria-expanded, aria-controls, and id attributes to the "What do these numbers mean?" expandable section in the OverviewStats dashboard component. Also added aria-hidden="true" to the purely decorative toggle arrow.

🎯 Why

Collapsible sections need explicit semantic linkage between the toggle button and the content container to be fully accessible to screen reader users. The previous implementation only visually showed/hid the content, leaving screen reader users without proper state indication or programmatic linkage.

♿ Accessibility

• Added aria-expanded={expanded} to the toggle <button> so screen readers announce the current open/closed state.
• Linked the button to the content via aria-controls="overview-stats-explanation" and an id on the content <div>.
• Set aria-hidden="true" on the small arrow icon inside the button to reduce repetitive/noisy screen reader announcements.
