🎨 Palette: Improve accessibility for collapsible overview stats

💡 What

Added WAI-ARIA disclosure pattern attributes (aria-controls, aria-expanded, and id) to the "What do these numbers mean?" collapsible section in the Dashboard Overview Stats component. Also hid the visual-only chevron (▸) from screen readers using aria-hidden="true".

🎯 Why

Without aria-controls and aria-expanded, screen reader users have no programmatic way of knowing that the button controls a collapsible section, nor can they determine if it's currently expanded or collapsed. The trailing arrow is purely decorative and causes unnecessary noise when read aloud.
