feat: add Grok Bot plugin package - #2

packages/grok-bot ships the shared skills, logo, a .grok-plugin manifest and a .mcp.json that uses the static OAuth client grok-bot, because Convai Auth has no dynamic client registration. build.py syncs and test-builds it; validate.py checks its version, URL, scopes and client ID. Grok Bot installs plugins through Cursor, which reads the manifest from .cursor-plugin/plugin.json and the MCP config from the root mcp.json. Move the manifest out of .grok-plugin/ and rename .mcp.json to mcp.json; build.py, validate.py and the docs follow.
