Codex and WorkBuddy duplicate the same viewer and WebSocket implementation. Extract those sources into packages/device-runtime and bundle them independently into each host, retaining the existing CLI/MCP entrypoints and configuration isolation.

Builds now validate shared-source boundaries and emit a provenance manifest. CI exports only the selected host and shared source before building; no third runtime installation is required.

Validation: both host checks/builds/packages passed at this stage (Codex 80 tests, WorkBuddy 138). Later stages add phone/session contracts. This draft is stage 1 of 4; device and desktop-host acceptance remain separate release gates.
