chore(lifecycle): finalize the isolation-test change and #531's crates.io-publish change

• Fix: accept Windows' refused-connection wording in the isolation test #535 merged with its SpecSync change record accept-windows-refused-connection-wording-in-the-isolation-test still a draft awaiting definition approval. This PR closes that record out (approve → check → review → finalize), like chore(lifecycle): land the depth-bound change's SpecSync evidence #526 and chore(lifecycle): close the last two SDD records #529 did for earlier changes.
• The two commits so far only record the Windows CI evidence in the record's tasks.md/testing.md:

• change check, change review and change ship recorded; the change is archived
• Full CI rollup green after ship
