Problem and Change

The two published external-dependency plans were absent from the project documents consumed by Runner Dashboard and the Board. Add a bounded initial charter/status projection for DV-8 and DV-18: two parked features, durable owner links and six explicit pending Board/prerequisite decisions. Existing software work, original planning/source records, data custody, permissions and eligibility remain unchanged. No collection, approval or outreach authorization is asserted.

Validation

  • Actual central and dashboard parsers agree: two parked plans and six decisions.
  • Strict deferred catalog and development-log validation pass; original planning, client code, tests and private lock unchanged.
  • 49 public-client tests pass; Ruff check and format check pass.
  • Local mypy retains the previously documented unused-ignore error at unchanged corpus.py:193 (16 files checked). No gate or ignore was weakened; hosted qualification remains required.
  • Four documentation files only. Canonical handoff updated; repository has no SPEC.md or pre-commit configuration.

Fixes #59
Refs D-sorganization/Repository_Management#1687 and D-sorganization/Runner_Dashboard#1248. Those parents remain open for deployment and actual live verification.
