feat(rate): add bounded ground-result playback (#4274)

Summary

• add strict phase-safe ground-result playback adapters without executing or reconstructing physics
• add matched PyQt6 and React Ground Playback workspaces with play/pause/restart, exact frame and phase jumps, loop, speed, orbit, zoom, reset, and locked physical scale
• retain complete/partial provenance and evidence while bounding interactive cost to logarithmic lookup, 2,048 rendered landmarks, and disclosed 256-row evidence windows
• accept exact standalone and regional result contracts atomically; reject failed, cancelled, null, empty, oversized, or summary-less evidence without replacing the last valid result

Verification

• 1,125 Python Rate/shared-ground tests
• 754 React tests across 119 files
• post-commit focused replay: 14 Python/PyQt tests and 31 React tests
• strict MyPy, Ruff check/format, scoped Black, Bandit, ESLint, TypeScript, Vite production build
• campaign manifest, documentation governance, changed-Python, module/file-size, and diff gates

Scope boundary

This advances but does not complete #4274 or #4267. Comparison overlays, persistence, direct surface-editor/live-flight synchronization, camera preset/tracking integration, rendered Playwright evidence, compiled physics, and downstream UpstreamDrift/four-surface parity remain open.
