Configs and parameterizations for `petrinet` , `stockflow`, and `regnet`

Assuming we end up having three artifacts for climate modeling (AMR, config, and parameterization), should we match this with the preexisting models as well? For example, we could move the semantics of Petrinets into configuration and default values into parameterizations.
