docs: dedicated landing-page section for skval estimate#38

Promote `skval estimate` from a Quick start snippet to a dedicated "Know the cost before you run" section (#estimate) with the demo figure and how-it's-computed / tune-the-plan cards, plus a "Cost" nav link. Trim the duplicate snippet/figure out of Quick start (now links to the section). Add scroll-margin-top so nav anchors clear the sticky header.
