Widens the laravel/framework constraint to add ^13.12 (the security advisories affecting laravel/framework 13.0-13.11 mean composer refuses to install anything below 13.12 anyway). The existing ^8.0|^9.0|^10.0|^11.0|^12.0 range is unchanged, so this doesn't affect consumers on older Laravel versions. Bumps dev-only tooling (orchestra/testbench, larastan/larastan, the two phpstan/* rule packages, ergebnis/composer-normalize) to Laravel-13/PHPStan-2-compatible versions - these are require-dev only and don't affect published-package consumers, but note this package can no longer be locally dev-tested against Laravel 8-12 without widening them back. Also removes a dead autoload-dev PSR-4 entry pointing at a tests/ directory that has never existed in this repo - it was breaking `composer install` on newer Composer versions regardless of Laravel version. No source changes required - Larastan and Pint are clean against Laravel 13. This package has no automated test suite to run beyond static analysis.
