Report Access Denied error

In release 8.3 of DMD reader a new error type is returned for access denied error. This error is typical when opening a DMD file already opened by OXYGEN.

Task: Support the new error code -5015 in Python

Initial support is added, to fully use the new error message, we need to update the DLLs once Oxygen 8.3 is released
