The 50/hour per-IP default exhausted background timer polls within minutes. Raise the default, key by authenticated user, exempt polling paths, return JSON 429s for fetch clients, and back off when the tab is hidden.
Require ENABLE_TELEMETRY for the shared Grafana Cloud tenant while still allowing operator-owned OTEL_EXPORTER_OTLP_* backends without that opt-in. Also normalize metric attributes and tighten HTTP duration histogram buckets.
Add 5.17.2 changelog entry for the idle dashboard 429 fix (#767) and the OpenTelemetry export opt-in gate, add README highlights, align VERSION and desktop/extension/mobile clients, and refresh GAP_ROADMAP version references.
