Tinkers construct soft incompatibility (TiCon Crossbows do not fire)

When installed with tinkers construct, tinkers crossbows cannot fire.

Normal bows and crossbows work fine, tinkers construct crossbows do the charge up/draw bow animation, but do not shoot/enter loaded state.

Issue was solved by removing passive skill tree mod from modpack.
