Admin-enabled email notifications do not get sent #9

Describe the bug :

With UNC installed on phpBB 3.3.10, when a user has not selected to receive a notification such as Pm (notification.type.pm) by email (notification.method.email), but the administrator has enabled this for all users via UNC, the forced checkmarks (✅) are displayed in the User Control Panel (Board preferences > Edit notification options); however, the user is still not sent those notifications.

To Reproduce :
Steps to reproduce the behavior:
0. Start with UNC disabled.

  1. Log in as "Test user".
  2. Click on "Test user" > "User Control Panel" > "Board preferences" > "Edit notification options".
  3. Make sure the "Email" checkbox for "Someone sends you a private message" is unchecked, click "Submit".
  4. Log out.
  5. Log in as "Administrator".
  6. Click on "ACP" > "Extensions" > "User Notification Control: Main Settings".
  7. Make sure that in the "Pm" row, the "Enable" radio button is selected in the "Email" column.
  8. Switch "User Notification Control Enable" to "Yes", click "Submit".
  9. As "Administrator", send a PM to "Test user".
  10. Test user does not receive an email notification.

Expected behavior :

Because email notifications were enabled for all users when receiving a private message, "Test user" should have received an email notification in this scenario.
