What does this PR do?
Added concurrent-ruby as a dependency to the same appraisal files that contain ci-queue.
CI queue library added dependency on concurrent-ruby without specifying it in gemspec, the fix is there but it is not being reviewed for now:
Shopify/ci-queue#362

Tests started to fail
