This removes the last remaining unpinned GitHub Action
actions/setup-gowhich was transitively pulled in viaapache/skywalking-eyes/header.This was pinned upstream in apache/skywalking-eyes#270, and this PR pulls in that change.
After this is merged, I'll enable "only allow pinned actions" on this repo 🙏
