shadow-stack-toolchain.gradle.kts refuses native tasks until :shared:downloadKotlinNativeDistribution has run on its own, so the Apple and HarmonyOS job failed on fresh runners before compiling.

「Apple and HarmonyOS native」任务在全新的 CI 机器上编译前就失败（例如 PR #4 的运行 41464277927）：
runscript/native/shadow-stack-toolchain.gradle.kts要求先单独执行一次:shared:downloadKotlinNativeDistribution安装 CPF 版 Kotlin/Native，之后才能运行原生任务；.github/workflows/build.yml没有这一步。本地已经装过工具链的机器不受影响，所以只在 CI 上出现。改动
在 Apple / HarmonyOS 任务的编译步骤前，新增一步「Install CPF Kotlin/Native」：
只改 CI 配置，不涉及代码与接口。这个 PR 自己的 CI 运行即为验证。
