fix(hosted): pin AIOS spec assets to v0.6.1 (0.4.6) - #51

Only compatibility.json changes: it now publishes the 0.6-draft schema set, so hosted core.verify reports 0.6-draft as published but unchecked and rejects provenance records with the accurate AIOS-0.5-V03 reason. The v0.4 schemas and rule catalog are byte-identical.

The new AIOS commit and compatibility.json checksum cannot be verified in this review, because the in-repo checksum test skips without a sibling spec checkout, so confirmation against the v0.6.1 tag is needed before rebuilding hosted images.

What changed in this PR
This PR moves the hosted images' checksum-verified AIOS spec assets from the v0.5.1 tag to v0.6.1 and bumps the package to 0.4.6. Only specification/v0.5/compatibility.json changes. The 0.4-draft schemas and rule catalog are byte-identical. With this change, hosted core.verify lists 0.6-draft under published_unchecked_versions and rejects provenance records with the AIOS-0.5-V03 reason. Before this change, the hosted server reported that no schema set was published.
