fix config.py to avoid TypeError: Expected file path name or file-like object, got <class 'bytes'> type The error occurs when using pandas version 1.4 or higher.

as i was trying to use the disaggregator tool i came across an error. I found a simple adjustment that can be made to fix the error. The error occurs when using pandas version 1.4 or higher.
The exception raised is:
TypeError: Expected file path name or file-like object, got <class 'bytes'> type
