Updating release for Zenodo

The previous release had gotten a 400 error, so trying again to refresh the Zenodo repository with the proper files.

Adding arguments

The scripts have now been made more accessible by adding arguments and removing most of the hard-coded paths. Some paths and most filenames have been left as is. The paths left as they are use the raw data in Fiona and should be universal for all Fiona users for the time being. The filenames have been left as they are to ensure the scripts read the right file for the right phase.
