Main restructured the upgrade docs (_UPGRADING.md + _UPGRADE_PATHS/
<from>-to-<to>-{upgrade,values-deltas,gemeente-specific}.md) after the
4.9.0 branch was written. Port the 4.9.0 docs into the new layout, rebased
onto the 4.8.2 baseline:
- add _UPGRADE_PATHS/4.8.2-to-4.9.0-{upgrade,values-deltas,gemeente-specific}.md
- register the 4.8.2 -> 4.9.0 hop in _UPGRADING.md
- fix images-4.9.0.yaml: frontend/backend v0.9.329 -> v0.9.352, 4.8.2 baseline
- drop old-style upgrade-from-4.8.0-to-4.9.0.md / values-changes-4.9.0.md
The real 4.8.2 -> 4.9.0 delta is only ZAC 5.0.1 -> 5.1.0 and ZGW Office
Add-in v0.9.313 -> v0.9.352; the branch guide's brpApi.apiKey/PABC/sidecar
and office-addin-rename notes already shipped in 4.8.1/4.8.2.

After rebasing feature/info-podiumd-4.9 onto feature/podiumd-4.9.0, the 4.9.0
release ships ZAC 5.3.0 (chart 1.0.281) with OPA sidecar 1.18.2 and ZGW Office
Add-in 0.10.0. The target branch's 4.9.0 docs still described ZAC 5.1.0 /
office-addin v0.9.352, so update them to the shipped versions:
- images-4.9.0.yaml: zac 5.3.0, office-addin 0.10.0, add opa 1.18.2 sidecar
- images-baseline.yaml: append 5.3.0 / 0.10.0 / opa 1.18.2 mirror entries
- _UPGRADE_PATHS/4.8.2-to-4.9.0-{upgrade,values-deltas}.md: version references

- ZAC: chart 1.0.281 -> 1.0.287, image 5.3.0 -> 5.4.0 - ZGW Office Add-in: chart 0.0.89 -> 0.0.92, frontend + backend image 0.10.0 -> 0.11.0 The ZAC 1.0.287 chart ships the same sidecar image defaults as 1.0.281 (nginx 1.31.3, curl 8.21.0, gotenberg 8.34.0, opa 1.18.2, solr 9.10.1, solr-operator v0.9.1, busybox), so no sidecar pins change. Release docs (images-4.9.0.yaml, images-baseline.yaml, 4.8.2-to-4.9.0 upgrade + values-deltas) updated to the shipped versions. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
