…_services) Moves the runtime's Android CNSDK pin and the tablet bundle's service-APK pin to v0.10.75 (LeiaInc/CNSDK#746: the Vulkan interlacer composites the 2D layer inside the weave, cached prefilter keyed on XR_DXR_weave v14), in lockstep with leia_plugin v2.12.0 (built against 0.10.75, set_overlay_2d on Android). The plug-in pin itself is moved by the versions-bump bot when v2.12.0 publishes; the Inspect-APK step asserts the bundled loader equals the plug-in's CNSDK. Moves the Android CNSDK pins to v0.10.75 (LeiaInc/CNSDK#746). The Vulkan interlacer now composites the caller's 2D layer inside the weave, band-limited for the lens, with a cached prefilter keyed on the XR_DXR_weave v14 "unchanged" bit.

That release is built against 0.10.75 and does set_overlay_2d on Android.check_cnsdk_pins.py: the two hand pins agree. The Inspect-APK step asserts loader == plug-in CNSDK from the binaries.With #1835 (v18) + #1845 (DP offer), this completes the runtime half of Android "2D under the lens", ahead of the runtime release. David approved the release chain (plug-in → this pin → /release → tablet bundle).
