fix(ci): bump Vulkan SDK pin off aged-out 1.3.283.0 (LunarG 404 → curl error 22) - #2

The Windows workflow installs the Vulkan SDK via humbletim/install-vulkan-sdk with version 1.3.283.0. LunarG has since removed that point-release's installer — https://sdk.lunarg.com/sdk/download/1.3.283.0/windows/vulkan_sdk.exe now 404s, so the action's curl fails (error 22) on any cold cache. CI was green only while a warm cache lasted; it went red the first time the cache missed (last green 2026-07-04), blocking PR #1. The action's URL format is correct — the pinned version was just too old. Bump to 1.3.296.0, which LunarG still serves. displayxr-runtime pins the same 1.3.283.0 at two spots and is one cache-eviction from the same failure; flagged to bump in lock-step. The Windows CI's
humbletim/install-vulkan-sdkpinned1.3.283.0, whose LunarG installer is now a 404 (curl error 22) on any cold cache — last green 2026-07-04, blocking PR #1. The action URL format is fine; the version was just aged out. Bumped to1.3.296.0(LunarG still serves it). Verified: old URL → 404, new → 200.Note: displayxr-runtime pins the same 1.3.283.0 (build-windows.yml:131,432) and survives only on a warm cache — same latent failure, should bump in lock-step.
