Trim the Slack-unavailable banner to its first sentence - #226

The banner named the two environment variables the server was missing and told the editor to moderate here instead. Neither is theirs to act on: the queue they would moderate is directly below the banner, and the variable names belong in the server's logs. The classifieds banner now reads just "Slack approvals are unavailable." The environment-variable names and the "Moderate here instead" instruction are gone — the queue is right below it, and the variable names are a server-side detail.
