Closing: psycopg is imported nowhere in the source tree, and no file mentions Postgres, a DSN or a database name. Raising the floor of a dependency nothing uses is noise in the queue rather than a change.

See #26 — src/praxis/index/ is a lone schema.sql, and dense retrieval runs on numpy in memory with a disk cache. Whether this dependency stays in the api extra at all is the decision that issue is about.
