Routine members can now be reordered inside a superset with the row arrows; crossing a superset boundary still moves the full group intact. Fixes #377. The regression test verifies the new order is persisted, and the browser check confirmed the order and grouping survived a reload. Frontend tests passed (3,162), API tests passed (473), MCP tests passed (63), the 16-locale check passed, and the production build succeeded. AI disclosure: OpenAI Codex assisted with the analysis, implementation, and tests; I reviewed the changes and verification results.
